Why Diaper Costs Are a Problem for Many Military Families

Families with infants and toddlers can spend $70 to $100 per month per child on diapers alone. For military families, those numbers grow quickly when you add in:

How Families Would Access Diaper Support

This bill doesn’t create a new government benefit that families have to apply for through a federal system like other financial support programs.

Instead, it establishes a partnership between the Department of Defense and the National Diaper Bank Network, which already works with dozens of diaper banks nationwide to deliver diapers and supplies to families.

Here’s an example of what the program might look like in the near future:

• The Department of Defense would gives, for example, $1 million a year from fiscal 2027 to 2030 to the National Diaper Bank Network.
• The organization would match those funds and use them to create a Military Family Diaper Fund.
• That fund would support diaper banks already within about 20 miles of various military installations.

This setup brings access to assistance closer to home for many military families. These groups have simple processes for families in need, often asking for basic information and proof of need or affiliation, rather than lengthy paperwork.

This approach builds on how diaper banks already work: they collect diapers from donations and partnerships, and then either distribute them directly or through local social service agencies.

If the Military Family Diaper Partnership Act becomes law, it would direct federal dollars to the existing network to help ensure military families — especially those near bases — have more reliable access.
