Ask almost any Veteran about dental care, and you’ll often hear the same story: qualifying is tough, and getting an appointment can be even tougher. Wait lists can stretch for months, clinics are limited, and some Veterans still travel hours for routine care.

The Department of Veterans Affairs is launching a nationwide effort to expand dental care through civilian providers, but eligibility rules remain unchanged.

A Network Meant to Close Distance and Delays

In February 2026, the VA asked for proposals to find a contractor to build and manage a national network of community dental providers. The idea is to connect eligible Veterans with more local dentists for preventive, routine, and specialty care, so they don’t have to rely only on VA facilities or an extended wait.

Officials say this effort will help Veterans get care closer to home and will improve how services reach Veterans across the country.

The Core Limitation Has Never Been Access Alone

The bigger issue with VA dental care is clearly defining who qualifies. Eligibility is restricted to Veterans who meet specific federal criteria. Nearly 9 million Veterans enroll in VA health care. Only about 26% qualify for dental benefits.

This gap comes from long-standing federal policies that limit coverage to certain groups. These include Veterans with service-connected dental issues, total disability ratings, or specific medical or work-related situations.

For most Veterans, the standard VA health coverage has never included dental care, except for those who meet specific eligibility requirements.

Even Qualified Veterans Often Encounter Obstacles

Just because a Veteran meets eligibility criteria doesn’t mean the VA will be able to provide care quickly. Shortages of providers, limited clinic space, long wait times, and long travel distances, especially in rural areas, are still very real problems.

Over time, the VA has partnered with civilian providers more often to help address these issues. The department reports that about 40% of care for enrolled Veterans now occurs outside VA facilities through community networks.

Demand for Dental Services Continues to Grow

The need for dental care is large and relevant, with numbers holding steady.

In fiscal year 2025:

• More than 888,000 Veterans received VA-funded dental care
• Over 3.5 million dental procedures were completed through community providers

These numbers demonstrate how much the VA already relies on civilian networks to meet patient demand.

What This Expansion Could Change

If the expanded provider network works as planned, eligible Veterans could find everyday access easier.

Some practical improvements Veterans can expect include:

• More participating dentists nationwide
• Less travel distances
• Faster appointment availability
• Greater flexibility in choosing providers

However, federal law sets eligibility rules and requirements. Congress would need to change them in order to expand coverage.

What Veterans Should Know

Veterans can check if they meet the federal eligibility criteria for dental care through their VA health care enrollment.

Veterans who don’t qualify can still purchase optional private coverage through the VA Dental Insurance Program, which offers discounted plans with participating insurers.

Dental care has long been separate from most VA health services and is one of the biggest coverage gaps in the system. This new initiative is a major effort to improve access for eligible Veterans.

It also highlights a continuing reality: millions of Veterans are still left out. For many advocates, the larger discussion about expanding eligibility is still ongoing.
